Feds Begin Fingerprinting ‘High Risk’ Medicare Providers and Suppliers

Four years after Obamacare became law, the Department of Health and Human Services (HHS) is notifying Medicare providers and suppliers of new fingerprint-based background checks. Eventually, all individuals who hold a five percent or greater stake in a Medicare supplier or provider that is categorized as “high risk” will be subject to the requirement. The provision is part of the Medicare, Medicaid, and CHIP Program Integrity Provisions (Title E) of the Affordable Care Act (Obamacare), and gives the HHS secretary broad discretion in applying the background check requirements depending on the potential for abuse, fraud, and/or waste.

The new requirements are spelled out in a document posted online on the website of the Centers for Medicare and Medicaid Services (CMS) last Friday. The new rules will apply to both current and future enrollees who are classified as “high risk,” the stated purpose being to weed out “bad actors” in the Medicare program and prevent any more from enrolling.

This particular document is a “News Flash” from CMS’s Medicare Learning Network and is addressed to suppliers and providers who submit claims for “Durable Medical Equipment Medicare Administrative Contractors (DME MACs) and Home Health and Hospice (HH&H) MACs for services provided to Medicare beneficiaries.” There is no effective date or implementation date listed on the document; rather, the document states that “fingerprint-based background check implementation will be phased in beginning in 2014,” and that those affected will receive letters after which the individuals will have thirty days to comply with the finger-printing requirement. The fingerprints will be submitted to the FBI for a background check and will be stored by the government in accordance with federal requirements and FBI guidelines.

Although initially the new regulations will only be applied to providers and suppliers of “Durable Medicare Equipment, Prosthetics, Orthotics, and Supplies (DMEPOS) suppliers or Home Health Agencies (HHA),” the “high risk” category is defined at the discretion of the HHS secretary and may be expanded in the future.

AWD –

Now that I’ve relocated to Dallas/Fort Worth, I’m trying to find a cash only doctor to take care of my minimal health care. The city is large enough, I should be able to find several.

Didn’t you post a link to a website to locate doctors who accept cash only? I’ve search using the google, but I cannot find the website that I found from TBP.

I went to the dentist, yes, dentist a few weeks ago. Right when I walked in the receptionist took my picture, said it was part of the new Obamacare.

Okay, this is great, the fed.gov FAILED to crack down on the fraud and abuse in the Medicare DME/HH business years ago, BILLIONS of dollars flowed into Nigeria, the Caymans and Russia from criminals scamming the system, so NOW they have to biometrically label every provider WHETHER OR NOT there was any indication of wrongdoing of the 95% that just tried to provide services to help patients and follow the “rules”.

WTF?

Is it just me or is there a common meme here with the War on Terror? Or for that matter, any area of our lives when the fed.gov feels that We The People need more “help” managing our affairs?

The fed.gov implements an increasingly byzantine and impenetrable bureaucracy of laws/regulations/fines manned by self-serving ideologues, fails to EVEN FOLLOW THEIR OWN FUCKING RULES, allows waste/fraud to run rampant frittering away billions of dollars (oops, I mean funneling tons of moola to their cronies) THEN…..drum roll please….. suddenly it is a big “emergency” and we need to “reform” the system and “crack down” on the bad guys and “don’t worry, it is all for the greater public good”.

So we now we get biometric profiing of anybody who wants to go into the healthcare business. I’m sure the fed.gov is building a special server farm in that NSA facility in Utah just for this application as we speak.

Again, WTF?

And this is why the Clive Bundy story has resonated with so many people and why it is, IMHO, one of the events that will speed up the timeline of the Fourth Turning. (I will have more to say about that matter shortly.)

Millions of Americans are, I hope, awakening to this “Problem, Reaction, Solution” bullshit before they are part of a “Final Solution”.

BTW, this bio-stamping of MD’s is exactly what they deserve after decades of abusing the heath-care system and refusing to stand as an industry to correct both internal and external malfeasance.

Now the system will do the abusing. The few righteous amongst an industry of enablers may attempt to buck the Fed, but the damage is done, and their numbers are few.Welcome MD’s to the bureaucratic hell of your own making.

@Admin: Thanks, but the NDAA goons have not dragged me away to GITMO, yet. The repairs and eventual house reorganizing/remodeling that came out of The Great Toilet Fiasco overwhelmed even my prodigious time management skills. To say nothing of the complete HELL of trying to deal with just one insurance company’s Obongocare Exchange policies since Jan.

@flash: My fellow doctors will crucify me for admitting this, but you have a point. We have failed to adequately police our profession, out the bad actors and now all will end up suffering for our apathy and, sad to admit, unthinking collusion thereof. We fell into the trap of “if its one of our guys, it can’t be so bad”, or worse, “How can I get away with that?”….. Hmmmm…. So, here is a perfect example of what comes of sacrificing principles for personal gain/power, failing to do the hard but RIGHT thing even if it involves friends/colleagues and, of course, failing to think of the long term damage to our profession and its social contract with patients and providers.

Just like what what has happened to our country at the hands of the fed.gov and the liberal progressives. It’s gonna be a Biblical payback when it comes cuz you reap what you sow – three fold if the Wiccans are right.

HZK, it not only MD’s who tried to game the Leviathan , but got gamed instead. It’s all trades,industry and even the state ran education systems..

Instead of utilizing resources, both monetary and intellectual to say not only say no , but hell no to more and more government red tape ,everyone went along to get along.Now at the edge of the precipice, looking down , we the capitalists can either fight back against impossible odds or acquiesce to total submission.

It could go either way….but I’m betting on submission, especially after Americans get a glimspe of real firepower in action. Bundy’s Ranch might be the example made.
