This is a (conspiracy) theory submitted by Canadian journalist Serge Monast around 1994 which he published in a book by the same name. The general ideas;

[Side Note: The Genesis 6 passage — “when the sons of God came in unto the daughters of men, and they bare children to them, the same became mighty men which were of old, men of renown” — has been reinterpreted in modern times to simply mean sex between humans. Specifically, that “the sons of God” refers to the “ungodly” human lineage of Cain, as opposed to the godly line of Seth. Well, I’m no expert, but I do know that there are reports of UFO’s going back a LONG time, before Sci-fi was popular. An interesting topic that 99.9% of us have no actual facts about and lots of speculation. It’s possible and likely that a few people know the truth about this phenomenon, what ever it is.

I find it interesting that amateur astronomers never seem to see or report UFO’s or aliens. Even in polite conversation, talk amongst amateurs regarding UFO’s/aliens is received much like discussions of “good cops” around here.
On the other hand, my father is the most honest guy I know and he described an encounter with a UFO over Florence, CO he had as a kid. He said that at least a dozen people saw it including family members that included his mother and sister. After it happened, everyone except my dad acted like they never saw it and refused to talk about it at all from that day forward. This was about 63 years ago and as far as he knows, no one ever acknowledged the event. He sincerely believes that aliens, disguised as humans live among us as well. I’ve not yet had a chance to ask why he believes this but I was well into my forties before he ever mentioned it. You could have knocked me over with a feather when he told me.
Personally, I’m certain that life exists throughout the Universe and is as varied as life on Earth but the distances and time scales involved make the chances of two similarly “intelligent” species ever meeting, pretty darned slim.
I think aliens would be well advised to steer clear of da Earf, for fear of being infected with some sort of inter-galactic Ebola.

I personally can’t be convinced that any sentient alien species is any likelier to make it to our world than we are to those. And, yes, we are shackled in place here. What little exploration of space we have done only proves, in my view, that any there is nothing we could reach out there that is worth the expenditure of resources necessary to get to it, and that we can no how, no way live out there on any terms we could afford. Space is a place completely hostile to life in any form. No air, radiation bombarding everything, and what lies on the other side are planets that, even if we could in any lifetime reach them, could not be inhabited by our species without an uber-expensive technological umbilical cord that would be unreliable and unable to support more than a handful of people. Any resource we could hope to find, like the theoretical hydrocarbons on Titon, would be so expensive to recover and extract and bring home, that the EROEI for these resources would not compute. In other words, the whole enterprise is a massive waste of our remaining resources, and should end.
They would come to destroy the evil people in Washington and free the U.S. So why worry? The psychopaths in Washington are the only people who would need to fear an advanced and more powerful group of beings. Actually, that wouldn’t take much.

Rich is a historian and documents his work extensively. He thinks a “breakaway civilization” exists which has access to technology the rest of us can’t dream of. I got interested in UFO’s after we had numerous sightings in So. IN back in the 60’s. including an experience my mother had that lasted 5 or 6 hours. I personally have seen unexplained craft at least 8 times. Right after one of these I saw a stealth fighter at low altitude; this was way up the CA coast in the middle of nowhere. Another time a buddy & I were riding motorcycles on a country road, and we both hit the brakes & stopped for no reason & the hair was sticking straight up on the back of both our necks. Later than night we saw an object in the woods. This was down a hill, no road and lots of underbrush. Yet there it was & it had to have come from above. I can’t say they’re of extraterrestrial origin; could be one of those “black projects”, could be from another dimension, or universe, but I CAN say every night people see UFO’s around the world, and now with all the phones & camcorders the library is growing. According to popmech.ru the photos presented are from the private collection of an old Russian Air Force retiree, who eye witnessed the flying saucers made for the Russian army in the 1950s and even had a chance to make these photos. Now I’m not saying the tale doesn’t add up but I am curious if you can provide the name of the Russian military base on Slalbard Island, Norway in the 1950’s? I think Norway was on “our” side during the Cold War and did not host Russian bases.

I still go back to the fact that thousands of amateur astronomers and slightly fewer professionals are intentionally and intently looking into the night sky every night from all corners of the globe, many using high end optics and ultra high resolution imaging equipment and NONE of them EVER report or document aliens or their craft.
Even with the advent of cell phone cameras which are now higher resolution than almost every professional camera of the last 60 years, all we get is grainy, blurry, low resolution footage that looks like it was taken by a monkey who was jacking off a mountain lion in a phone booth with barbed wire while recording “evidence” of UFO’s.
