Prickly Roots of ‘Homeland Security’

WASHINGTON, Aug. 30— When the home front becomes the war front, what do you call the office meant to protect the country?

The Bush administration settled on ”Homeland Security,” a term it found in a 1997 Pentagon report. It was intended to recall home and hearth, and to assure Americans that someone was standing by to protect all that was dear.

But the phrase has failed to make it into common use, and is used almost solely by the bureaucrats charged with defending the country. Tom Ridge, who leads the Office of Homeland Security — and who perhaps utters the title more often than anyone — is not even sure how the choice came about.

”Etymology unknown, don’t have a clue,” Mr. Ridge said in an interview this week.

What he is aware of, though, are the complaints that ”homeland security” sounds somewhat un-American.

”I’ve heard that comment, early on,” he said.

Then he segued into one of the slogans he uses to imprint the term and concept into the consciousness of the still-doubting American public, ”We keep saying when the hometown is secure, the homeland is secure.”

For a jumble of reasons the American public has yet to embrace the phrase — some rational, others rooted in the mists of confused history and memory.

”People find it a little quaint, a little forced,” said Deborah Tannen, a linguistics professor at Georgetown University and author of ”You Just Don’t Understand” (William Morrow, 1990).

At worst, Ms. Tannen said, the phrase is associated with sinister historical precedents.

”There is one particular group — American Jews, and I am Jewish — for whom it has a menacing association,” she said.

Nazis favored the word ”heimat,” or ”homeland,” and homeland defense forces were known as Heimwehr or Heimatschutz in Austria and Germany from the late 1920’s.

For several decades after World War II, Germans rarely used patriotic words like ”heimat” and ”vaterland,” Hans Dieter Lucas, a spokesman at the German Embassy here, said.

”People then were reluctant to say ‘heimat’ or to be proud to be a native of Germany, but that is over,” Mr. Lucas said. ”The term was misused by the Nazis — the notion derives from 19th-century Romanticism, to mean your roots, the region where you grew up, your identity, where you belong, and that is how we use ‘heimat’ today.”

In fact, ”homeland” has far older origins in the Hebrew language — back to the book of Genesis.

”Moledet,” or ”homeland” in Hebrew, first came out of the mouth of God, when he told Abraham to lead his people to the moledet.

”It is a biblical word, not part of the popular vernacular,” said Mark Regev, a spokesman at the Israeli Embassy.

But it is part of the political vocabulary in Israel.

”One of the right-wing parties has chosen that name — the Moledet, or Homeland, Party,” Mr. Regev said.

For the United States, the political origins of homeland security go back to the 1997 Quadrennial Defense Review mandated by Congress. While no one can remember who came up with the phrase, it shows up as part of a recommendation to put an ”increased emphasis on homeland defense.”

”In the discussions we had about antiterrorism in the building, we used the term ‘homeland security’ or ‘defense,’ ” said Kenneth H. Bacon, the former Pentagon spokesman. ”It does sort of have Germanic implications to it, and from that standpoint, it may carry unfortunate baggage, but I think it’s descriptive.”

As early as 1999, the Pentagon had contemplated creating a commander in chief for the defense of the United States — a ”homeland defense command” — but the idea was knocked down by civil rights groups that feared it would open the door to increased military influence in the country.

After the Sept. 11 attacks when the new office was put in the White House and not the Pentagon, the name became Homeland Security — rather than Homeland Defense — to clarify that the Defense Department would remain responsible for its traditional roles.

If the phrase ”homeland security” fails to be the best match for the country’s mood or memory, the president can always change it.

At the beginning of the war in Afghanistan, Defense Secretary Donald H. Rumsfeld renamed the military campaign Operation Enduring Freedom after complaints from Islamic scholars that the original name, Operation Infinite Justice, smacked too much of a holy war.
