Obama encouraging Americans to get on welfare
By MICHAEL TANNER | 7/18/12 9:47 PM EDT
The Obama administration clearly doesn’t believe that enough Americans are receiving welfare.
Health and Human Services Secretary Kathleen Sebelius last week issued an order giving the Obama administration greater authority to waive work requirements included in the 1998 welfare reform law. This comes on top of a new ad campaign, using Spanish-language soap operas, to encourage more Latinos to sign up for food stamps.
The administration even gave a special award to an Agriculture Department worker who found ways to combat the “mountain pride” discouraging Appalachian residents from taking full advantage of food stamps and other welfare programs.
One message was loud and clear: More Americans should be getting welfare.
One wonders how that is possible. The federal government runs 126 separate anti-poverty programs. That may surprise most Americans, who think of welfare as the cash benefits provided under the Temporary Assistance for Needy Families program — formerly Aid to Families with Dependent Children. But the U.S. welfare system is far larger than that.
There are 33 housing programs, for example, run by four different Cabinet departments, including, bizarrely, the Department of Energy. There are 21 programs providing food or food-purchasing assistance. They’re administered by three different federal departments and one independent agency. There are eight different health care programs administered by five separate agencies in HHS. Six Cabinet departments and five independent agencies oversee 27 cash or general assistance programs. Altogether, seven different Cabinet departments and six independent agencies each administer at least one anti-poverty program. Talk about a massive government clusterfuck.
All those programs cost taxpayers more than $944 billion last year. That’s an increase of more than $193 billion since Barack Obama became president. It’s roughly 2½ times greater than any previous increase over a similar time frame in U.S. history and will increase means-tested welfare spending by about 2.4 percent of gross domestic product.
Moreover, if one includes state and local welfare spending, government at all levels will spend more than $952 billion this year to fight poverty.
The Obama administration obviously believes that one measures compassion by inputs. The more money we spend on welfare programs, it argues, the more people receive benefits from those programs, the better job we do fighting poverty (despite all evidence to the contrary). By those measures, we are indeed doing a better job.
Since President Lyndon B. Johnson first declared a “war on poverty” in 1964, federal, state and local governments have spent roughly $16 trillion fighting poverty. In constant dollars, federal spending on welfare and anti-poverty programs has jumped from $178 billion to $668 billion — a 375 percent increase in constant 2011 dollars. Total welfare spending — including state and local funds — has increased from $256 billion to $908 billion, a 355 percent increase.
Or look at it a different way: As a percentage of GDP, federal spending on welfare programs has increased more than fourfold, from just 0.83 percent of GDP to 4.4 percent. Total welfare spending at both the federal and state levels nearly tripled, from 2.19 percent of GDP to 6 percent. On a per capita basis — or rather per poor person — federal welfare spending has risen by more than 900 percent, from $1,625 to $14,848, while combined federal and state welfare spending increased by a smaller but still substantial 651 percent, from $3,032 to $19,743.
Indeed, federal welfare spending actually totals more than $14,848 for every poor man, woman and child in this country. For a typical poor family of three, that amounts to more than $44,500. Combined with state and local spending, government spends $20,610 for every poor person in America — or $61,830 per poor family of three.
Given that the poverty line for that family is just $18,530, we should have theoretically wiped out poverty in America many times over.
But we have not only failed to end poverty, it’s getting worse. In fact, the poverty rate has recently increased to 15.1 percent of Americans, the highest level in nearly a decade and nearly the level it was soon after the “war on poverty” began.
Judged by outputs — how few people are poor and therefore how few people need welfare — we are not doing nearly so well.
This is all the more tragic because we actually have a pretty good idea of what the keys are to getting out of or staying out of poverty: (1) finish school; (2) do not get pregnant outside marriage; and (3) get a job, any job, and stick with it.
None of this has anything to do with getting more people to sign up for welfare benefits.
This means that instead of trying to expand welfare, we should end those government policies — high taxes and regulatory excess — that inhibit growth and job creation. We should protect capital investment and give people the opportunity to start new businesses. We should reform our failed public school system to encourage competition and choice. We should encourage the poor to save and invest.
Unfortunately, on policy after policy — from health care reform to the stimulus — Obama has been content to simply throw money at a problem with little regard for results.
In this case, sadly, it’s the poor who suffer the most.

THE ISSUE:
Despite spending almost $16 trillion since the War on Poverty began in 1964, welfare programs have failed to reduce the causes of poverty, and instead have hurt many of the people they were intended to help. Poverty in America is overwhelmingly linked to the absence of fathers and a lack of work, but welfare payments have had the destructive effects of eroding marriage and the work ethic in low-income communities. The welfare reform of 1996 transformed one program, significantly reducing welfare rolls and lowering child poverty. But today that reform is in jeopardy, and some 70 other federal means-tested programs need similar reform.
THE FACTS:
Welfare on the Rise. The growth of welfare spending is unsustainable and will drive the United States into bankruptcy if allowed to continue unreformed. Welfare spending is projected to cost taxpayers $10.3 trillion over the next 10 years.
The President’s Budget. President Obama’s FY 2012 budget request would increase total welfare spending to $953 billion, a 42% increase over welfare spending in FY 2008.
The Collapse of Marriage. The collapse of marriage is the predominant cause of child poverty in the U.S. today. When the War on Poverty began, 7% of children were born out of wedlock; today, the figure is over 40%. Most alarmingly, the out-of-wedlock birthrate among African–Americans is 72%.
Amnesty Will Make the Problem Worse. If the U.S. government were to grant amnesty or “earned citizenship” to illegal immigrants, the welfare system would be flooded with new recipients. Of the 11 million–12 million illegal immigrants in the U.S., at least half lack a high school degree. Obama has granted amnesty to more than one million illegal immigrants.

By the time Obama gets out of office, welfare spending will be $1.14 trillion per year, a 64% increase in Welfare spending just during his 8 years as president. Obama will have spent close to $8 trillion on Welfare (in addition to the $16 trillion already spent). When Obama leaves office and heads out to the golf course, this country will have spent a total of more than $20 trillion on welfare. This is almost incomprehensible, and the problem is getting worse. Record numbers of people are on food stamps, and 50 million people are officially now in poverty. What might this country have done with more than $20 TRILLION dollars?

Hope@ZeroKelvin says:
There is NO fed.gov program which has worked as intended, stayed within the budget and did not come with a horror show of unintended consequences, Not one.
Okay, maybe the extra-mural grant program of the NIH, but nothing else.
Our fed.gov seems intent on destroying this country, all in the guise of “helping the children”, or “expanding the middle class”. And it has done it with the tax dollars of the (ever shrinking) productive class!!! We have financed our own destruction, as well as being “guilted” into it.
With the re-election of Obama, this country is firmly set on the course of economic collapse. It cannot be avoided. As I have said before, Obamacare will be the fatal blow.
I would have given us 5-10 years, now, I think more like 5-10 months. Watch who is buying our debt (the Fed), the accelerating job losses, the ever more hysterical screams for the “rich to pay their fair share”.
Oh, and don’t forget about your 401K etc being “nationalized”.. That is about $5.6 Trillion dollars just sitting there that Reid is having a wet dream over.
I’m not even going to comment on the so-called fiscal cliff. The tax increases WILL occur, on everybody, but it won’t matter cuz the producing class is going Galt anyway. The debt limit will be lifted to eternity, what Turbo Timmah says, and our creditors will demand their money back. The FSA will continue to eat up what tax revenues are generated at a faster pace than they can be produced.

When the goobermint (Federal and state) makes it economically profitable to have children out of wedlock (instead of punishing it!) to the tune (here in Florida) or around $900 a month, what do you get?
You get a 70% out of wedlock birthrate from blacks, 45% from hispanics and even 35% from whites. Just think. Have 5 kids from 4 different men (the men collecting welfare too which doesn’t count the MJ dealing or knocking over an occasional 7-11 or Dollar Store or if they are into big time, trying out a bank) and you have a tidy 5 x $900 a month or $4,500 a month income (not counting the various daddies who, more than likely can’t be found) or $54,000 a year for a family of six (Mama and 6 bastards). Not a bad haul for just screwing around.
HZK knocked it up (so to speak). This country is going to be a black/hispanic majority country within 30-40 years with that kind of birthrates. Things will not hold together nearly that long and we may be near more than just a “fiscal cliff” right now.
Our problem in clearing the debt is that TPTB want to keep the status quo going for as long as possible while they figure out where to stash all their ill gotten assets. They will get eaten in the final crush anyhow but the leaders will likely skate on it as they beat feet to more easily bribed countries.
We. Are. Doomed..
It is just a matter of time, the build up of faked assets to the point the American Public catches on to the lies, run off of infrastructure, confiscation of the middle class’s ever shrinking savings, increased inflation (constantly mis-stated by the Feds to try and confuse the ever more dumbed down populous) and the end will come when Honey Boo-Boo is judged too complex for the citizens to understand when they watch TV.. How much lower can we go?
Sadly, a whole lot lower. It’ll take longer than you think to collapse and when it happens, it will happen a whole lot faster than you think it ever could.
I just finished a third cycle of chemo today, so I expect to slowly regain my sense of humor in the next week or so and can make comments that aren’t so gloomy.
I am really, honestly, truly, a believer in Obamaeverything, Jews living happily ever after, honest banks, a Federal Reserve that has America’s best interests at heart, a Congress that is just crammed with Statesmen on a par with those of the First Continental Congress, a just Federal Tax system that will be reduced to 10 pages long, the Federal legalization of pot and prostitution, the decriminalization of all victimless crimes (including the previously mentioned two), the demilitarization of local police and the abandonment of efforts by the TSA and NSA to monitor how many squares of toilet paper I use on a daily basis. In fact, I’m sure that the TSA will be disbanded within two years when it becomes clear that over 50% of the screeners are members of a Nationwide theft and eBay Auction Ring.
I think I’ll go have a weak toddy now and try not to throw it up…

The sheep either cannot understand, or choose to not understand it. We.Are.Doomed.
Going Galt, or getting while the getting is good, seems to be the only viable options left. Muddling around in the middle, trying to support your family – and others’ families too, is becoming nearly impossible.
We are seeing, and will continue to see, an increase in murder/suicides as millions of formerly productive are unable to cope with our new reality. The FSA will be fine until the day the cards don’t get re-filled.
But, for today, I’m looking forward to a great meal tomorrow with my father and some family. We have recently learned that he has been hiding his kidney disease from us and this may be our last Thanksgiving together.
Other than the love of my family, this holiday has become almost too bittersweet for me to bear. Tomorrow we celebrate the founding of our empire and give lip service to ideals long expired. Friday we go back to witnessing it’s destruction via mass-shopping on delusional hope to buy Asian produced crap our friends and family true don’t need.

Anyone watch Frontline last nights “Poor Kids” episode. They found some cute kids from 4 families (3 white, 1 black) and how they dealt with the reality of being poor. Two of the families just needed jobs for the fathers who were still around and trying to make it but couldn’t find steady work. Then there was the single mom on disability, though not so disabled to have kids, and for whom there just aren’t any answers.
I was surprised to hear the kids say they were often hungry. The schools give out ‘weekend’ food parcels to poor children which I did not know, to tide them over on the days when they can’t get their free breakfast and lunch school meals and of course their are food stamps and food banks but it seems, for whatever reason, it is not enough. These kids quite well informed and articulate. One girl, nearing puberty, spoke of how her poor diet was making her fat. A 14 year old boy talked
about video games and the ranks he achieved on them then wistfully noted he was just a 14 year old with nothing going for him.
Powerful TV, and of course scheduled for Thanksgiving week. My girlfriend cried and I felt like it too because if this was the best our social spending could achieve at the apex of Federal entitlement spending its going to get a lot worse.

Watching some news (which I rarely do anymore), and seeing people wandering through a food bank or five, filling shopping carts with freebies off the shelves of outdated cans and sacks of fatty foods, I could not help noticing how many fat people there were and the number of well dressed, well coifed and dangles of gold from neck and ears there were. One lady off loaded her free groceries into a BMW.
It is my humble opinion that most charity these days – like food banks and such give aways – merely allow those on SNAP to spend the money on steak and via the grey market such things as booze (seen it done!) and pies and cakes from the bakery (seen it done!).
The majority of the “poor” in this country live better than the middle (and sometimes “high”) class of a lot of the rest of the world. Yes, there is some hard case misery out there but there are a lot more so-called-poor scamming and scarfing the system at every opportunity.
And more coming on every day.. And then it’ll stop when we’re all equally “poor”..

Oh I realize there is much scamming going on. I lived in Marin County back in the 1980′s when Beryl Buck died. She had an oil fortune and donated over $300 million to the county to ‘help the poor”. The problem was the county did not have $300 million ( 1980′s dollars) worth of poor people to serve.
The St. Vincent de Paul society operated a soup kitchen in San Rafael was given a huge grant from the Buck money and opened up a new facility downtown just off the main street. It was top of the line,
had tables with red and white checkered linen tablecloths that led many a passerby to think it was a quality restaurant and wander in between feeding times. It became a local joke to say one had made reservations at the new St. Vincent’s restaurant downtown for dinner.
Of course word soon spread that Marin was loaded with freebies so, whereas, once upon a time, San Rafael only had the local ne’er do wells and winos who did well panhandling and living in the woods or under the 101 overpass, the Buck money attracted hordes of new derelicts who staggered around downtown or passed out on the benches in the park in front of the old Mission building.

The title is that Obama wants more people on welfare, but gives no eveidence that is the case. The title is just an obvious attempt to place blame, and to appeal to those whowon’t look for facts. This is just a porr excuse to further demonize the president.
Waiving some requirements to get aid makes more sense that programs that stick to rigid protocols. If someone needs a few weeks more of training to get a job, then cutting the aid immediately could make the entire amount previously spent on the training a complete waste. These types of extensions don’t equte to an increase of any substantial number of beneficiaries.
Giving someone an award for finding young maqlnourished Appalachian children is commendable, especially if it helps them in the future to be able to learn and better themselves, and break the grip of poverty. Just the fact that someone is helping children get enough nourishment should be enough.
The author goes on to list a myriad of other gov’t programs that Obama has nothing to do with. Not only that, but both gov’t revenues and spending have grown at the lowest levelin recent memory since Bush’s last budget expired in 2009.
The number of gov’t workers has fallen, while the number of lobbyists and politically driven ‘think tank’ jobs have grown exponentially, spouting false stories attempting to denigrate the president with irrelevant info without using the available hard data, since the hard data does not support their claims.

you can’t be a Marxist socialist – as there is no such thing. Marx and Engles both discussed various possible outcomes of a socialist society – but the didn’t define those societies. They were the theoreticans, the the practical types.
(Interestingly Karl Marx wrote “Das Kapital” while living all expenses paid for years by sponging off his friends, aquantences, neighbours, and anyone else that would put up with his shit and let him eat all their food, drink all their booze and steak their stuff)
you CAN be a Marxist-Lenonist Socialist, or a Marxist-Hoist Socialist (as in Ho Chi Minh), or even a Maoist.

Ya know Muckster, the more I read and look around this rapidly descending shit-hole, formerly known as the USA, the more I realize that the unintended consequences might actually be the intended consequences. It is impossible to ignore the policy failures over the course of my 46 year long life. The bastards intentionally fudge, skew or just plain lie about the real numbers on any subject specifically to continue and expand the charade. We are living in a country/world of INTENDED CONSEQUENCES.

AWD, I do not doubt you one bit. I don’t have time to suss out the plants around here but I’ve noticed that they rarely stand a chance on the TBP. I attribute that to the quote about not being able to cheat an honest man. The regular readers and posters here are so well versed on the shit headed our way that the planted trolls don’t stand a chance.

Yes…and the shit on its way is not, directly, the fault of the government, fugetabout the present president…
One thing I have noticed though is that some of you are ignorant fucks…You consistently cirle jerk each other, without challenging, or learning anything…
Especially that puss bag llpoh, or POO…
Funny…In Reagans day, one supported the president, once the election was decided…
You hicks followed George Dumberthanyou Bush, buy his bullshit re-election, his phony weapons of mass destruction….You loved the black guy explaining mobil chemical weapons labs…
None of you ignoramuses will admit that Romeny administration would have been just as inneffective, economically speaking, with regard to the systemic blow up on our doorstep…Nor could Romney have stopped the rockets from Gaza, or Israels response…
There are only two things different about the guy in the white house and the guy who lost, Obama is a democrat (which doesnt really ean anything), and that he is black (which doesnt mean anything)…
You hate him because of an association, or because of his skin colour…
Yet, he is your president…And if he told you to pick up your muskets and shoot at brown people – you people would say yes sir!
Morons…
Hot debate. What do you think?

ASIG says:
Do you people understand now what Obama means when he talks about “share the wealth”? Are you beginning to understand his agenda?
The Communist ideologues believe that wealth should be shared by all the “PEOPLE of THE WORLD” and that the reason Communism has failed up until now is because the United States has dominated the earth’s resources. Obama is going to fix that problem. The people of the United States need to have their standard of living brought in line with the rest of the world.
Now do you get it? The “WEALTHY AMERICANS” need to “SHARE THE WEALTH” with the rest of the world.
