Presidential Memorandum — National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs

 

MEMORANDUM FOR THE HEADS OF EXECUTIVE DEPARTMENTS AND AGENCIES

SUBJECT: National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs

This Presidential Memorandum transmits the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs (Minimum Standards) to provide direction and guidance to promote the development of effective insider threat programs within departments and agencies to deter, detect, and mitigate actions by employees who may represent a threat to national security. These threats encompass potential espionage, violent acts against the Government or the Nation, and unauthorized disclosure of classified information, including the vast amounts of classified data available on interconnected United States Government computer networks and systems.

The Minimum Standards provide departments and agencies with the minimum elements necessary to establish effective insider threat programs. These elements include the capability to gather, integrate, and centrally analyze and respond to key threat-related information; monitor employee use of classified networks; provide the workforce with insider threat awareness training; and protect the civil liberties and privacy of all personnel.

The resulting insider threat capabilities will strengthen the protection of classified information across the executive branch and reinforce our defenses against both adversaries and insiders who misuse their access and endanger our national security.

    I had to read this thing several times. The first time through , about halfway, I had to scroll down looking for the onion. All the time wondering if this shit was for real I reread it twice, the last time pretty fucking slowly.

    This is not just another slam to the masses, this a directional threat to the people in government and military.

    I would call it “Second Base”. First Base being the Military Commissions Act and subsequent acts of the sort, mostly targeting the general population. Now he is, right off the bat, letting his government and military minions know that he is the shit and they ain’t. Boy, that didn’t take long.

    So, basically, they’re warning any government employee that they will be treated like a terrorist if they blow the whistle on any government actions, even if those actions are illegal or immoral. If a government employee tries to alert the public or media to something that is going on, they’ll face consequences.

    Just one more step in the process Germany used. When government employees and their families start disappearing, it will already be too late. After all, we all know how the psychology of the Milgram experiment worked.

The primary end users of this intelligence, the “clients,” are Russia and China.’”

    My alter ego, IraK, however thinks this is just another example of Gordon Duff’s anti-semitic Israel bashing.

    Getting into the Land of Oz isn’t a (overly complicated) problem. A residency visa for NZ is along the lines of finding a crystal skull, though. That process would take the better part of ten years to pull together. I have some friends in Perth and Sydney and lived in Townsville for awhile. Getting set up there would be only slightly more involved than moving from FL to some other state here.

    I saw this memo on the official whitehouse.gov website the other day, but I was traveling and never had a chance to post it. I figured it would be too late by now, yet I am still not seeing it being widely discussed. It implies that the Obama Administration may be very worried about the truth getting out about all of their crimes, potentially via leaks from high places. Read it for yourself, but the language is pretty clear. Here are some excerpts:

    When I first read this last week, I guessed that there are apparently a few working in the government that once-in-a-while bring up the Constitution.

    Can’t be having any of that spread and grow.

    When asking our government follow the very rule of law that they took an oath to uphold is considered treasonous – which it now is, just ask Holder & Napolitano – then what else would we expect?

    See something, say something, unless the “something” is an illegal government act, then shut your mouth.

    Oh, and Stucky, believe it, or not, but the Supremes just ruled(!!!!!) that the states cannot stop a citizen from recording a cop doing his job. Guy in Illinois will have to be singled out in another way.

    Wonders never cease and even a blind squirrel finds the occasional nut.
