I believe it was here on TBP some time back that I read an article or comment about it. As I recall, the IRS has no authority to garnish wages or seize bank accounts. Their only option supposedly is to deny any refund you are owed until the fine is paid.

    I know that many millions of Americans depend on massive, yearly tax refunds as part of their *income*. In a great many cases, refunds exceed taxes paid in by double or more. It has always pissed me off that anyone receives refunds in excess of contributions as I consider that to be theft of my contributions.

    If my understanding is accurate, it seems to me that the govt is developing a strategy to legally stop paying these refunds. Personally, I work with my tax guy each year to modify our W-4 forms so that we receive as little tax refund as possible or even end up paying out of pocket every April. (my preference) I’ll bet that over the next five years the govt begins to fine tune W-4 rules to prevent this.
