i thought the real power was with the vice president. cheney argued he was not answerable to congress or the american public. all the power, none of the blame. everybody blames bush but even now it is cheney behaving and speaking like a former president.
the president is a mere figurehead, kennedy laid the groundwork, reagan cemented it and bush 2 confirmed it.

Before the Civil War (at least until the Lincoln-Douglas debates), Lincoln was a relative nobody. FDR was nicknamed ‘The Feather Duster’ in Ner York because he was regarded as a lightweight who stirred things up and the moved on to something else without doing much. Who is to say what obscure person will be cast up to face the crisis around us? That someone will rise, for good or ill, we can be assured of, if history is any guide to human nature and the workings of Divine Providence.

A new report from the Congressional Budget Office states that there are now almost 45 million Americans getting food stamps — or, officially, the more genteel Supplemental Nutrition Assistance Program (SNAP).
That’s one out of every seven residents. The total yearly federal spending is $78 billion, which has something like tripled in the last 10 years.
Here is the breakdown:
• About 65 percent of growth came from an increase in the number of people receiving benefits. That increase was driven primarily by the weak economy.
• About 20 percent of growth can be attributed to temporarily higher benefit amounts. That increase was legislated in the American Recovery and Reinvestment Act of 2009.
• The final 15 percent of growth stems from other factors, such as higher food prices and lower income among beneficiaries, both of which boosted benefits.
