No, Robert, we’re finally reaping the whirlwind of Marbury v Madison, where the SCOTUS arrogated the power to veto or remake legislation, a power not actually granted it in the constitution.
This was the first of many ad hoc changes, all of which were intended to empower those in government and render ever more sheep-like the citizenry.
