Here’s what I don’t understand about this issue. Take soybeans for example.
There is a world market for soybeans. If China retaliates to tariff measures by limiting their purchase of soybeans from US farmers, will they simply not purchase the soybeans? I don’t see that as being likely. The Chinese will purchase soybeans from someone else who sells soybeans, call that country B.
Now, unless soybeans are oversupplied globally – which is a different problem – that means that the soybeans that China buys from country B aren’t going to be available for purchase to the customers who were originally buying country B’s soybeans. So why won’t these customers displaced by China’s purchases buy the soybeans from US farmers?

The president has explicit authority under law to limit entry to the US of people from entire countries, but he was thwarted on multiple occasion by judges in Hawaii and Washington State, enjoined over various issues by the 9th Circuit. I doubt that he thinks he can force companies out of China – at least not without a long legal fight.
It’s well past time for action against the Chi-coms. They are the enemy and have been working against us for years with the ultimate goal of dominance over the US and the world.

Obviously Trump does not have the authority to dictate what companies can or cannot do. However, he can realign the incentives so it is in companies best interest to leave China.
Let’s not forget how our companies got to China in the first place. Prior to normalized relations with Communist China, America manufacturing was tops in the world. Yes, we got there because after WWII we were the only nation with our infrastructure intact. Nonetheless, our society prospered with good middle-class jobs that could support a family on a single income.
Manufacturing was off-shored to China to dramatically increase profits amid stricter environmental laws and rising wage costs due to inflation (think Fed Reserve). In China, manufacturers can pollute at will and use slave labor, including child labor, to build the things we buy. These changes lopsidedly benefited the upper class at the expense of the middle-class jobs that supported the US standard of living. There’s obviously more to it. But I think this fairly expresses the motivations.
If we are going to revitalize our middle-class, and hence our society, we’re going to need to stop sending our money to China and start building what we use here in the US. I think Trump is a chimera but I think on this issue he is on target. I just wish he would stop waffling around and drop the hammer on these guys. But I realize that all the big companies and investors getting rich manufacturing in China or selling goods to China are putting pressure on Trump to keep their gravy train running.
In most cases I’m willing to say “Fuck Trump”. But I think he may be doing the right thing here, if he continues to follow through and doesn’t cave to the special interests in which case, FT.
I have outlined how, in fact, Trump can indeed tell companies what they cannot do re their businesses overseas.
He can order Americans home. And prevent their going there.

Speaking from experience, when it comes to international trade it’s not just the president who can dictate how things happen. Both state and commerce departments ‘interpret’ (make) rules regarding goods moving through the border on a regular basis.
