The U.S. Department of Justice has recently sued the Baltimore County government alleging that its written test for police officer recruits was unfairly biased against black applicants. It turns out that black applicants failed the written test at a rate much greater than white applicants. That results in fewer blacks being trained and hired as police officers. John A. Olszewski Jr., Baltimore County Executive said: “A law enforcement agency should look like the community it serves. As I have said repeatedly since taking office, I am committed to increasing diversity in the county’s Police Department.”
Baltimore City uses Municipal Police Selection Test. You can examine some sample questions at its website. I’d like to know which of the questions are either unrelated to police work or racist. Many jurisdictions use The National Police Officer Selection Test. You can examine some of the sample questions at its website. In addition, it has been found that MPST and POST are successful predictors of law enforcement training success and job performance.
Black performance on police exams is simply the tip of the iceberg of a truly tragic cruelty. That cruelty stands front and center when one examines the education that most blacks in Baltimore receive. Several years ago, Project Baltimore began an investigation of Baltimore’s school system. What they found was an utter disgrace. In 19 of Baltimore’s high schools, out of 3,804 students, only 14 of them, or less than 1%, were proficient in math. In 13 of Baltimore’s 39 high schools, not a single student scored proficient in math. In five Baltimore City high schools, not a single student scored proficient in math or reading. Despite these academic deficiencies, about 70% of the students graduate and are conferred a high school diploma. A high school diploma attests that the holder can read, write and compute at a 12th-grade level. Obviously, the diplomas conferred on students who have not mastered reading, writing and computing are fraudulent.
When a person who cannot read, write and compute very well takes a written employment exam, including that to become a police officer, he is going to encounter difficulties. His difficulties are not caused by any racially discriminatory aspect of the test. His difficulties are a result of not having acquired what he should have acquired by the time he finished high school. But that is not how such a person sees it. He sees that he has a high school diploma just as a white applicant has a high school diploma. To him, any difference in treatment and outcomes must be the result of racial discrimination. Thus, the U.S. Department of Justice sued, claiming that the written test for police officer recruits was unfairly biased against black applicants.
The conclusion that Baltimore County’s written test for police officer recruits was unfairly biased against black applicants is tragic. It allows Baltimore public schools to continue to produce fraudulent education. You say: “Hold it, Williams! You can’t blame everything on schools.” You’re right. One cannot blame schools and teachers for students who are hostile to the education process. One cannot blame schools and teachers for a rotten home environment or derelict parents. But there is one thing entirely within the control of educators. That’s their power to issue diplomas. When they confer high school diplomas on youngsters who cannot read, write and compute at or near a 12th-grade level, they are engaging in fraudulent conduct.
Dr. Thomas Sowell’s research in “Education: Assumptions Versus History” documents academic excellence at Baltimore’s Frederick Douglass High School and others. This academic excellence occurred during an era when blacks were much poorer and faced gross racial discrimination. It’s worthwhile reading for black people to learn the capabilities of other blacks facing so many challenging circumstances. I’m wondering when the black community will demand an end to an educational environment that condemns so many youngsters to mediocrity.

Most level headed non liberal/progressive/democrat people do indeed understand that blacks are their own worst enemy. They are trapped and there is no easy fast solution. How do you undo 50 years of “help?”
This situation reminds me of a former employee of mine who decided to become a crack addict.
He had a wife, son, a nice house, a show car, money in the bank, IRA, and two rentals. Lost it all to his addiction. He came into the office one day and explained there is no help out there, just enablers who think/believe they are doing good.
He said he’ll have to be near death in a stinking ditch before he decides to help himself, other wise he’ll lie, cheat, steal and tell you what you want to hear, just to get high again.
He tried hard, he really did, but people kept “helping” which allowed him to continue down his path of addiction. Currently serving 20 years in prison.
If this story is true (I’m not accusing you of lying; I don’t know you), it’s worse than tragic, it’s plainly foolish. If he had a family, a lovely house, a great car, savings and a retirement investment account, not to mention two properties he rented out, he was basically upper-middle-class (or almost). To throw all that for drugs and to end up in prison for 2 decades, which means he’ll be away from his son as he grows up, is such a waste.
Card has been here forever, if he were in any way unsure of what he was writing, he would have been straightened out by now, this place is not forgiving in the least.

I know a guy who was an investment bank at a top tier firm and doing very well. Beautiful wife, a great house and mingling with the rich and powerful….he became a crack addict and lost it all…..became homeless, the family cut him off, wife left him, etc. He is still using though mostly a drinker now….he has a pitbull, a disability check (total scam) and a really shitty apartment. He loves the dog and his life is now very “small”….didn’t go to prison but has a felony record now (served time in county) and yes indeed his has been a great waste of lots of potential.

My grandson was institutionalized and for 18 months did not get to leave. He was allowed 2) 1-hr visits, a week and his Mom lived 100 miles away, so could only make the trip on Sundays. Fortunately, there were some really good Dr. and they were able to help him understand his addiction and what it cost him.
He has been clean and sober for 3 years and is now back home, but is still loosely supervised by the state. They tell him it will be another year before he is allowed a normal life again. I saw him over labor day weekend and it is amazing the difference from 5 years ago. After talking to him for a couple of hours, I told him he had the equivalent of an Associates degree in psychology.
His cousin is going through similar problems and he has talked to her, but she has not hit bottom yet and will not get better until she is there and wants to get back to a normal life. He told me, he met many people in the hospital who had been there for more than 10 years and would probably never get out. It is sad what these drugs have done to so many people.

It was just as bad in the 1960s. In fact, Detroit’s Northeastern High School had a “black students union” that was successful in getting the American flag removed from the front of the school and replacing it with a “black nationalist” flag.
The ordeal that us white students had to go through was harrowing, to say the least. White students did not use the restrooms, as a “beatdown” by multiple blacks was usually the result. Blacks never fought one-on-one, the “pack mentality” was evident then as is today. Any attempts by whites to defend themselves was met with indifference, and even outright hostility from school officials. You see, even then, blacks were not “responsible” for their behavior.
Blacks did not want to learn, the same situation that still exists today. Even then, blacks were disruptive. Most of the teachers just shrugged their shoulders, let the disruptions go on until the next class period.
Teachers were deferential to blacks, although there were a few teachers who tried to carefully shield their white and asian students from predatory blacks, giving them additional attention and coursework, knowing that they could excel in spite of the, violent, raucous atmosphere.

I took the police exam Walter Williams mentioned. It’s so easy it’s almost embarrassing. A smart 8th or 9th grader would pass it without any difficulty whatsoever.

Why aren’t all police officers regardless of race required to be tested on the constitution and bill of rights? I think that’s the more important issue. Got to be able to read though. So all the police that can read can’t seem to be able to read the constitution but have no problem reading and writing you a ticket.

They are racist if by racist they mean different outcomes for different races on average. It will always be racist until there is only one race. Of course so is counting how many people of a particular race are in a particular job. If there is any reference to race, that would by it’s very definition be racist because it points out race.
Pretty simple.
Back when I lived in VA, the VA Beach police department went through this same game. To become a police officer there was, among other things, a written test. Guess which group didn’t pass the test at the same rate as other groups? The conclusion was that the test was racist, because it included math questions so they dumbed it down. Not sure how it all worked out, but I hope the extra diversity is working out for them.
Liberalism is destroying America. Florida was once a proud Southern state but is fast becoming another fruit & nut zoo; thanks to the 1000 Yankees that move here daily, Florida is about to legalize recreational Pot “for the adults”. I’m sure school kids will not wind up with bags of it, get shit-faced & even dumber (because that would be illegal).
