In Memphrica, red light cameras are provided by a contractor who is paid a % of the fines recovered. If you get a ticket in the mail, it is expected that you will pay it and the company gets its share. They have no idea who the driver is, but the car owner gets the ticket.
They are now planning on installing speed cameras to start issuing tickets. It is quite a money maker for the city and does not cost them anything. Do you think the private company has a motive to issue tickets?
