As was discussed on Powerline yesterday, ICUs are only economically feasible when occupied above a certain percentage. That’s by design and one of the features (shortcomings?) of a market based business. There’s basically a designed-in near shortage.
True surges are a bitch. This doesn’t appear to be one.
