Living in California in the belly of the beast taught me that Anarchy was the opposite side of the Borg coin.
Putting a ceiling fan in your home without the proper permits and state permission will get you fined and harassed by the authorities. Shoplifting $950 per day from the local stores is perfectly fine.
Putting a tent up on a public sidewalk so as to block all foot traffic is okay but you must still pay the parking meter if YOU want to park a car for a few minutes. Failure to pay to park is a $40 fine.
Attempting to open a business in California is nothing short of a nightmare but selling whatever you want in the streets is perfectly fine and no one will bother you.
A buddy of mine was run over while out on a bike ride. He was in a coma for several months. He came out of it but suffered enough brain damage that cost him his work as a Director of Photography and lost him his wife. The man that hit him was an illegal alien and the vehicle he was driving was uninsured. The police let the guy go and the DA never prosecuted him because the guy “wasn’t in the system” and the State had no leverage.
The State had no means to punish the driver other than incarceration and incarceration and the threat of incarceration normally makes the State and the parasites that serve it a lot of money. Not so with someone that will just vanish back into the crowd the moment they are given their court date and turned loose.
All of these things you’ve written about only work if you are in the system. The hundreds of thousands of people living on the sidewalk in LA county are not paying property tax, income tax, SS tax, unemployment tax – nothing. Their markets are entirely unregulated and they answer to no one. They can steal whatever they wish and do whatever drugs they wish free of any harassment.
Again, if I went down to the beach and sat on the sand and attempted to enjoy a beer I’d have the authorities immediately up my ass and I’d have court dates and endless fines. If I’m homeless then I can just drop my pants and shoot heroin into my groin in front of little children and nothing will happen. I can just drop my pants and crap in front of everyone.
The State never really understood that you get more of what you reward. If you reward single mothers then you will get more of them. If you reward fraud then you will get more fraud. Well, the State punishes anyone that wishes to be in the middle-class and rewards criminals.
I do not think any of this intentional but a result of terrible governance. California can not take care of the people within its borders so it legalized theft so that the local businesses must feed and clothe the homeless. The authorities made new homes and apartment buildings nearly impossible and now they are overwhelmed by the homeless. They can’t enforce their drug laws so they decriminalized drug use.
The circle of evil that you describe only applies to those that play by the rules.
