My observation in the little I dealt with the USDA is that is a money laundering operation that hires marginally employable drones who are required- with a nudge and a wink- to pay a tithe to the party in the form of political donations for the duration of their career. The vast majority of the funding is tied to political connections with the same arrangement at a much larger level. And people get their cut all along the way.
And here’s the rub-
Have you seen the end result of the Big Ag food chain in the shape of the average American on the past quarter century? It’s appalling what passes for human consumption and the cost of it is astronomical when you take in the cost of all the subsidies.
This is how the educational system works, too.
