Imagine how much money would be saved on police, prosecution, courts, parole systems, incarceration costs without their presence. How can you tell?
To determine skin color you have to allow for differences in lighting/exposure/color balance etc. You need a color reference. Compare the shooters skin color to that of the two girls and you’ll see a color match. The shooter is a black man.
No. I was a NYC Paramedic in the South Bronx for 12 years. There are no whypeepoo in that area. AT ALL. He’s more than likely Hispanic. The Bronx Lebanon Hospital – Concourse Division (we used to call it the BLEB) is about 2 blocks from that shooting. I once brought in an asthmatic to that hospital late at night, and there was a cardiac arrest in the ER. My partner and I ran the code in the ER because the nursing staff couldn’t find the only doctor on duty. We ultimately pronounced the patient dead, and had to have the police respond to guard the body until the medical examiner showed up – IN THE HOSPITAL.
It turned out that the doctor on duty was on heroin.

I just watched this clip a few more times. One takeaway is that the shooter, shoots like a black person, so everyone who has said that; I agree. Looking at his shooting hand, it’s hard to tell. Doesn’t really look black, but sometimes, especially the palms of hands aren’t as dark as the rest of their skin. Face; meh, hard to say. I noticed glasses though. I’ll be looking for news talking about an arrest. Or more information about the victim.
