I always thought it meant to kill 90%. If you start with 100 soldiers and are left with 10, you have moved the decimal to the right by one, or decimated them.

Helped my son move into college yesterday. (Technical). He led the way thru southern Illinois into St. Louis in his vehicle followed by me.
Interesting drive. For 3.5 hours and 2 service stations, there was NO ONE wearing masks.
But as soon as we hit Alton IL (complete city of urban decay and filth) masks we’re EVERYWHERE. I saw no one without a mask.
And no one was white. Thankfully, it was noon.
Some of these urban areas reek with fear and sickness.
It was a company town for Olin/ Winchester. The union refused offer after offer and Winchester said if they wouldn’t take the last offer they were leaving town. They refused and Winchester said so long and went a few hundred miles south to Mississippi.
