Well ‘pagans’ is the term usually used for people believing in all kinds of things, outside (or before) centralized religions. (Not even monotheistic religions, as today’s Hindus are normally not counted as pagans.)
And ‘devolved pagans’ can either mean devolved [=evolved backwards] from centralized religion back to ‘pagan’ level,
or devolved from pagan level to atheistic (“irreligious”) level.
I personally would tend towards the latter interpretation, but as Zelenko is Jewish he probably meant the former.
