It can be all sorts of things but people were killed and wounded by somebody. There can be all sorts of theories or ideas about who did it or who sponsored it and to what end. I am very familiar with this area. A former girlfriend in HS lived a couple blocks from the beach in Wilmette. Her family home, like a lot of the residences in older areas of the North Shore (I lived in a much more humble town) had a ‘servants quarters’ built on the parcel, which was a mandate for some of the earliest implementations of ‘zoning’ in the US, designed to ensure that only those who could afford to employ servants would be able to build/reside within the towns.
Most North Shore towns also imposed extreme limits on Industry, retail and even hospitality which were allowed to locate /conduct business in these towns.
So, you have a small fellow, probably accurate to describe him as unusual looking, which in Suburbia is going to lead to some mockery or isolation, who was supposedly able to find fast food work at a Panera Bread, at some point.

I have not yet heard anything beyond “AR-15 style rifle” and “high powered rifle.” There seems to be some hesitancy to say it’s a model X from company Y in this caliber.
