Different societies and cultures all need a certain level of trust, honesty, and following of the law. Western culture was created and structured by White people to function with the level of honesty which White people (on average) naturally exhibit. Asian people, who seem to be approximately at the same level (perhaps slightly higher) of intelligence and conformance to the law, have no problem adapting and functioning in Western civilization. Africans? No. Nowhere on earth do you find majority Africans following White levels of impulse control, honesty, lawful behavior, or altruism. Yes, there are obviously some exceptions, but those individuals are rare enough that they do not have a controlling influence on overall African behavior. Conclusion: You can have a society with Africans, or you can have White based, Western civilization and all the accompanying benefits. But you can’t have both.
With a rigorous, scientifically controlled, and objectively tested, program of eugenics and breeding, you could probably get an ethical, intelligent, subspecies of Africans within a hundred years, a group well suited for Western society. But of course that is very unlikely to ever take place.
