How to keep it White?
1) Strictly enforce the laws against theft, vandalism, public nuisance, and aggressive violence.
2) Keep all public assistance to an absolute minimum. For any remaining programs recipient has to invest time and labor (picking up trash, mowing public spaces, cleaning sidewalks, whatever) BEFORE they get a penny.
