And what is sad is that the majority of their “executives” living in and around the military bases are former high ranking military officials, who smelled the money upon retirement and lost all their integrity.

It’s early…sorry for the rambling. I worked for the CAT dude when I was on the General’s “Program Management” team. Explain to me why Congress funds a Program Management Team to make sure that the Contractors are providing positive ROI and then lets contractors bid for the PMT contract?
I did financial analysis… till my ears bled from lying.

I was at Hq SAC and saw that “the race is not to the swift” (Ec 9:11) nor the contract to the best system (Generals saw to that). .
