Young girls wearing midriff tops and hip huggers with a roll of fat hanging out as if were attractive.
You can’t legislate morality or decency. These people don’t care how they look just like they don’t care about much of anything.

HOWEVER, do we really want a government that tells people what types of clothing they have to wear and exactly how? That’s really intrusive nanny-state crap.
I know, zero sympathy for the thugs, I don’t have it either. What if the LAW stated that men’s shirts had to be tucked into pants and a leather belt worn at all times, under penalty of 90 days in jail? This is a standard Catholic-school dress code (or used to be) so it’s not radical, but it is intrusive.
That was the rule when I went to school, things like a turned up collar or untucked shirt could get you expelled.
Kids learned academics then, not disrespect for America.
If my memory serves me well, the saggy pants trend emanated from prison culture. The trend began in the mid- 1980s. In prison, some portion of the clothing is loose.
Perhaps others here can fill in the missing parts of the history.
I have heard that is done to advertise their availability to use for sexual purposes.

I have a friend that works in a prison. Yes, the low pants fad is from all the blacks that were/are in prison. It’s a sign that they are “available”.
Not a real big fan of the government telling people how they have to dress, but I mostly just avoid areas filled with people like that. I rarely see them.
And as to the question, I don’t think it’s possible to teach them because they have no desire to learn. They are stupid and they prefer to stay that way. They are happy wallowing in their self pity and victim mentality. You can’t fix that kind of stupid. The average IQ of black people total is only like 85, but I’d wager the average is around Forrest Gump level for the ones who go around looking like that.
