Re-electing Waters may be a rational move on the part of her constituents: she is in charge of making sure the entitlements flow! If someone rational / sane / talented was elected to replace her, the replacement might NOT make sure the entitlements flow! Since those who depend on entitlements for survival rarely have useful skills, it would be tantamount to voting to kill yourself.
That does not address the question of who will survive when the Crunch cancels all entitlements…..
