I think that if Trump shunted the money from some other DoD projects to fund the wall he’d still be enjoined by the 9th Circuit and it would take two years for scotus to rule on it. So I think he probably need Congress to appropriate (not just “authorize” which is bullshit) funds for the wall. That doesn’t excuse him from not building it. He should have said about 20 months ago that he’s not signing ANY funding bill that doesn’t contain $25B for the Wall. Yes, shut the government down until Congress cries uncle. No matter the arguments that Coulter makes on this (and they’re convincing from a purely constitutional point of view), as a practical matter, he needs Congress on board. He almost certainly also needs enabling legislation that would supersede existing tribal, park and environmental law (lest it get tied up in the courts over those issues). It’s really simple, though. Just shut down the fucking government until Congress gives him every single thing he needs. Let the old ladies bitch because they can’t get a Medicare doctor’s appointment.
