The president gives the state of the union address at the invitation of Congress. No invitation, no speech. During the speech, the speaker sits behind the president. So, Trump would speak, Pelosi right behind him, and he would be giving her both barrels for an hour. She wants to avoid that, so may not issue the invite. Capice?
Article II Section 3 of the Constitution requires the President to give the State of the Union address. If Pelosi attempts to delay it, Mr. Trump can go on the TV networks and fulfill his Cosntitutional obligation. Delaying the address will make Pelosi and the democRATS look bad. If Pelosi attempts to delay it, Trump will state as such.
Indeed she can, at least at Congress. He can of course do it from the White House. He can only speak via invitation. That has not, nor has ever, been withdrawn, but it could be.

Like Llpoh is attempting to point out, all pelosi can do is not have the SOTU speech in the House, per Article II, Section 3 the President does have the ability to tell Congress about the State of the Union in a way he sees fit.
Tweet it, write a letter, have a rally, or speak from his office. pelosi can’t stop the president from speaking anywhere but her house.

Its frustrating to see people who think any of them are on our side.
Its frustrating that people still think that anything that happens out in the open isn’t meant for us to be distracted with these types of discussions about fictional historical documents, all the while they collude behind our backs and cook up something special for the farm system they have us in.
Democrats maintain one side the the farm pen while the Republicans maintain the other. The craziest thing of all is how the farm owners (not the dems and reps by the way) have figured out how to make the farm animals not only keep each other in the farm, but defend it from being exposed as a farm or damaged in any way. Pretty brilliant if you ask me.
