Social Security Administration Proposes 2 Much-Needed Changes, But There’s 1 Big Problem

There’s no doubt, Social Security has problems that urgently need to be resolved. If they aren’t addressed in a meaningful way, and soon, those problems could turn catastrophic.

Changes could be coming as soon as January. The recently appointed Social Security Commissioner, Andrew Saul, wants to do two things in an attempt to make the SSA “better,” according to MarketWatch:

  1. Reopen field offices nationwide on Wednesday afternoons, restoring closings that were put in place in 2012.
  2. Hire 1,100 new employees to provide service on the national 800 number and in its processing centers, where paperwork is handled.

These two actions have the potential to address a major problem revealed by the same article:

Repeated cuts to the agency’s administrative budget over the past decade by Congress have forced the closing of field offices, staff cuts and long delays on Social Security’s toll-free line — and an enormous backlog of people waiting for appeal hearings on disability insurance claims.

So the backlog of people waiting for disability hearings may finally get some help. But a big problem remains: namely, how to provide funding for this additional service.

This problem is compounded by cuts to “Social Security’s budget [of] nearly 11% between 2010 and 2019, after adjusting for inflation.” And there are more cuts on the way.

According to the Consortium for Citizens with Disabilities (CCD), the Administration plans to cut “over $83 billion from Social Security and SSI over 10 years, including at least $70 billion over 10 years proposed in cuts to the Social Security Administration’s disability programs.”

In light of these incredible budget constraints, one wonders where the money will come from to hire 1,100 employees. Nevertheless, additional staffing is necessary to fix the extremely long wait times and bad service.

Just How Bad Are the Wait Times?

According to an internal Social Security workload performance analysis (what they “do” with the budget), you can expect to get a busy signal 14% of the time when you call. It also takes an average of 506 days before you’ll get a hearing (e.g. disability appeals).

And Kathleen Romig, senior policy analyst at the Center on Budget and Policy Priorities,  suggests, “You should call early to make that appointment — perhaps two months in advance… If you are going to call the 800 number, you should block out an hour of time so that you can wait on hold.” This “sluggishness” even seems to apply to critical services like Medicare.

As the SSA tries to staff up, reduce the backlog, and improve service, Romig warns:

If it’s not done between the hours of nine and five, the Social Security Administration will be paying overtime, so that gets even more expensive.

Translation: The SSA needs additional funding not only for the new hires, but also for potential overtime pay, which may be necessary to eliminate the backlog of people who are waiting for help.

While we appreciate the Commissioner’s good intentions, ultimately, the outlook for Social Security is still dire. From the SSA website, “Social Security is not sustainable over the long term at current benefit and tax rates.”

The Trustees estimate that the combined OASI and DI trust fund reserves will be depleted by 2035. At that point, payroll taxes and other income will flow into the fund but will be sufficient to pay only about 80% of program costs. (Source)

So unless the Social Security program gets real solutions to fix the funding gap, it seems like the SSA will keep spinning its wheels trying to get things done.

Don’t Wait for Social Security to Solve Its Problems

One thing is certain: Social Security’s future is uncertain. Even the proposed solutions by the Commissioner don’t appear to address the underlying problems, and may make things worse.

Pencil can be erased, but apparently so were the tapes of the moon landings…..so “permanence,” especially when it comes to documentation of hoaxes, is not really a priority. NASA is a jobs program and has ALWAYS been little more than a jobs program and a means to install spy satellites and worse in low-earth orbit.

Medicare was foisted onto social security. that is the only reason social security has money problems. the real problem is that there is no federal budget that won’t go broke trying to fund Medicare. that is the problem that needs to be solved. social security’s only problem is Medicare. find some other wallet to pay for it.

Not only the illegals and other folks that have never contributed flooding our country, but also the staggering number of folks that win a disability claim to collect social security thru ambulance chaser lawyers. The sham is what has been allowed to happen against the folks that should have the right to collect.

SS has always been a Ponzi Scheme and sooner or later was going to go insolvent. I often wonder what my IRA would look like if I had been able to invest an additional 15% of my salary in growth companies or even an index fund? Of course, if we had been allowed to do that, who would pay the ones who chose to not save for their retirement?

15% includes the employer portion. Even if I only got to keep my 7.5%, it would have made a difference. I managed to save a tidy sum over 40 years of working & saving.

The federal government raided the lock box to help fund WWII, then raided it again to pay for the Guns & Butter programs under LBJ. All that was left was an IOU note in the lock box.
Since then we have all those FEELZ additions to use the imaginary money to buy votes.

The biggest flaw in the original design – it did not account for improving health conditions.
Instead of a means to milk more money from citizens over their lifetime, then only having to make a partial payment back before they died of old age (shortly before or after age 65), the government now has to pay out longer.
Kinda makes the government look like the biggest deadbeat on the planet.

The government will simply print whatever money it needs to keep Social Security going. It will do this for 2 reasons. First, people 65 and older represent the highest net worth segment of the population, and if you piss them off they will use that wealth and power against you. Second, people 65 and older are retired with plenty of free time, and politically more active than working age people. If you piss them off, they have nothing better to do than to organize and to go after you with a vengeance. Government understands this. They call Social Security the third rail for a reason… you touch it, you die.

How many of you realize that Social Security tax is capped at $132,000? Any amount earned OVER that is tax free.

The person making minimum wage at McDonald’s pays the full 12.4%, but a person making $15 million pays only on the first $132,000 and NOTHING after that, As a percentage of their total income, they essentially pay NOTHING.

Until this cap is ELIMINATED, I don’t want to hear ANYTHING about insolvency, reduced benefits, increased retirement ages, blah, blah, blah. These wealthy earners are being asked only to pay the same as everyone else. There is NO PROBLEM with Social Security except this unconscionable system of taxation benefiting only the wealthiest members of our society.

CC, what you suggest is a form of means testing. The benefits one receives at retirement are also means tested to an extent and I expect any “fix” will incorporate some pretty severe forms of means testing.

BTW, would you mind researching the maximum family limit on SS retirement benefits and get back to us on that number? (Hint, the well off, rich, and super rich do not make out like bandits on the receiving end of things here).

I mentioned nothing about benefits – only taxation. I am not interested in discussing means testing, IRMAA assessemnts, or anything else until the $132,000 cap is removed. The cap is obviously, blatantly and ridiculously unreasonable. If they are unwilling to address that issue, then they are just not serious about any real fix to SS.

Just wait until you are hit by an IRMAA assessment, double taxed again, or triple taxed if you filed jointly, for money you were already taxed on by the IRS. Never heard of it…no one will tell you or warn you, it’s not even in the Medicare handbook they’ll send you. But just inherit a little and here they come! Their excuse, “it looks like you could afford it that year!”

There are sooo many people on disability which is paid to them out of SS. I know several of them who were granted a lot of money, but every one of them can build their own homes but refuse to go back to work when they are able to. One of them cost us $160,000 to train her in her chosen future employment, when she finished the school she decided she didnt want to go back to work and collects a lot of money every month to stay home. she got hooked up with an old boyfriend who also collects a good amount on disability. If they can work at building a home, traveling all the time, why arent they forced to go back to work? They get back pay in the thousands & thousands, they live together instead of getting married so they dont get their monthly income cut. It makes me mad & really sick to my stomach. I believe help is needed when you first get hurt but why is their no follow up on them and getting them back to work? I am SUPER disabled, age 75, on SS & I have to live on $600 a month & pay $135 a month for Medicare which I have NEVER, not one time used, I take care of myself. the folks on disability do not have to pay a penny for medical. Cut some of this crap out of SS funds and you will have enough to take care of those who get too old to work any longer.
