Interesting study – downloaded it for future detailed reading. Only quickly scanning it, it probably means that any efforts to significantly reduce government spending – especially in the “entitlements” areas- is either doomed or will require an accommodation of the individual “security” issues he mentions. Seeing that it was published in 1999, I suspect it could not have been published today.
