To me, it sounds like Xi is including China in the MAD doctrine that kept the US and Soviet Union from ever initiating a nuclear exchange. He may be pumping up the numbers and quantity of his missiles. I remember hiding under the desk at school, but in reality, nobody wins a nuke war.
