Moving large sums of money was the original purpose of Bitcoin. Chinese could buy bitcoin in mainland China, take a trip overseas, then sell their bitcoin and have the proceeds deposited into an account outside the hooks of their government. China has since banned Bitcoin.
It’s an old story repeated with many other things such as diamonds. That these people didn’t do a bitcoin transfer shows the caliber of criminal in government.

In some ways this latest cash smuggle is a testament to the remaining vestiges of the almighty $$$ and the once respected remnants of an admired culture.
