When the military becomes both, then the enemies of the state tend to become the people.

I would update this to include “Also, when the police stop serving the people; people are then viewed as enemies of the state “

The police are and have always been a government monopoly organization, serving the local government first and the people second if at all. That they are more local than the federal military has never made them any less of a government threat.
