The cool-guy insider acronym is OGA. That’s what they call themselves when they’re overseas doing questionable stuff.
Other Gov’t Agency or Other-than Gov’t Agency. Now why would a competent, good-faith type country want to separate its diplomatic apparatus from its ‘other’ agency unless deniability and misdirection where intentional?
In the same way that it’s much less manly to con someone than best them in debate, it’s definitely not ‘good governance’ to undermine your own diplomacy with extra-legal back channels. And it seems like no matter how good your HUMINT apparatus is, when there’s a cut-out strategically placed up the chain of command to massage reporting the right way, then leak it to the press…you’re no longer in intel, but rather propaganda.
But they do murder well. And there’s a baller dining room on the second floor at Langley (recommend the Quail, but it’s cash only).
