Its all on purpose, politicians pass rules (local DAs) to not prosecute shoplifting. People shop lift, eventually stores close. Locals have no where to work, shop including groceries. Real estate prices collapse, people of means move away, poor people stay continuing to vote for the leaders that caused it.
