Downed power lines can remain energized…
As an electrician for almost 40 years I can tell you this, if you have a short fault in a 120/240 1ø or 208/480 3ø within 100 feet of the disconnect or breaker, the breaker will trip almost instantly.
However, if that dead short fault is 300′ away from the breaker, that breaker might interpret the same type short fault as a resistive load, and it will not trip. [In this case, the conductors in the conduit qoukd become a resistive heating element]
That said about low voltage….
With overhead power distribution lines, a broken cable can be arcing or simply delivering current directly to the earth, but the upstream overcurrent device can be far enough from the ground fault to “see” the current out flow as a normal or heavy load. It will not trip in such conditions.
Ergo, my utility has warning ads to stay away from downed power lines.
