You obviously don’t know the difference between fertility and fecundity. The birth rate at 2.1 is a measurement of live births per neutral growth; no gain or loss in population; this is the fertility rate. Fecundity is a measurement of biological ability to reproduce. Human women produce a set number of viable ova in their reproductive lifetime. If they become pregnant and deliver a viable infant at full term in numbers equal to the death rate we have a fertility rate of 2.1.Fecundity on the other hand measures the number of viable ova per woman per lifetime and has been dropping dramatically for decades. The male reproductive ability is on the same trajectory; the count of competent sperm has fallen off a cliff. The societal changes towards marriage and family are of secondary interest at best. We are at the point where even when citizens are given monetary and social encouragement to reproduce all efforts have failed to reverse the trend. Interestingly this drop in overall fecundity began shortly after WWII. At first the birth rate began to fall at the greatest latitudes N and S of the equator and has subsequently closed in to the equatorial regions. If the human race wishes to exist in a few hundred years there are certain specific steps that must be taken to address this existential threat.
1. Discern the root cause for the deterioration of the human fecundity. This could prove difficult as the root causes are complex and could take decades to reverse, if reversible at all.
2. Go to extreme lengths to encourage pregnancy and childbearing. This will have to be done both governmentally and by the moral/social structure of society at large. Governments will need to offer many benefits to individuals and family structures need to be reinforced at every level private and public.
3. If and or when the population continues to fall to the level where basic infrastructure is rapidly deteriorating, it may be necessary to clone humans as a stop gap to slow down the precipitous drop in population, This is not a permanent solution as information theory will dictate the automatic initiation of the Hayfleck limit, wherein a copy of a copy of a copy becomes useless due to the inability to autocorrect genetic errors as done in natural reproduction.
4. Serious research needs to be done to increase the individual human lifespan by one or more orders of magnitude, to allow more time to address and reverse root causes for the problem. Epigenetics alone and similar avenues of investigation are too narrow and limited.

We are a carbon based life form in a carbon based biologic system for the planet. They fail to realize that their vision of utopian world with a small servant population to attend to their perceived needs will not work in a biome where many species are rapidly declining in population, towards extinction. It is sophomoric at best to lay the blame for this at the feet of modern post industrial revolution entirely. The causes are complex and the problem will not be corrected even if humanity goes extinct. There is abundant evidence that major environmental changes on a huge order of magnitude over the last 13 to 14,000 years have produced mass extinction events. Mankind was not to blame to a major extent. Even if paleo societies like Mohenjo-Daro existed at a technological level some claim it would be irrelevant inasmuch as globally the total world population would have been in the millions, not billions. As now confirmed by both ice cores from Antarctica and data from fossilized amber, we know ambient O2 levels were much higher than at present and the total mass of the Earths atmosphere was much greater than now. Hence, this environment coupled with a 360 day year on a planet with a very small axial tilt gave us a year with no seasons and very little weather anomalies, i.e. storms. The exception being near mountain ranges and the relatively small vestiges of glacial ice from a previous epic. This also would explain why so many remains of animals that died suddenly had temperate and even tropical plant remains in their stomachs. The tree line in the mountains would have been thousands of feet higher and much farther North than at present. Also the ambient CO2 level would have been much higher allowing for far more vegetative growth on the planet as a whole. The daily temperature range both high and low was much smaller than now between equatorial latitudes and higher latitudes, even more than 50 degrees from the equator.
