You see the guy wires to the left of the blue fire hydrant? See where they go up and attach to the pole? See the loose guy wire hanging down in front of the pole?
The driver simply lacked discipline and “drove up ” that now loose guy wire which used to be anchored to the ground somewhere to the right of the image. Momentum launched the car high enough to snag the rf wheel on the cables.
