As I understand, it’s called jailing attire. When some male is arrested they take away his belt and shoelaces so he can’t hang himself. This causes his pants to droop. After the wife and I encountered a person of color attired in like manner in our local grocery store I called the sherriff’s department to ask what could be done. I was told nothing as he was exercising his freedom of expression. The deputy did add a positive note though, he said it makes them easier to catch.
