There is something greater here in that the unionized government worker cannot be terminated without a year or more of paper work and appeals. This means that supervision must make an honest decision as to take action or do his or her best to continue to get the mission accomplished with the rest of the staff. Ciaramella is a problem no doubt about it but no one is willing to take action due to the enormous fight that it would take. He has too many allies in the entire Federal government. This will take a generation to rid the workforce of not only him and his ilk but the rest who are nothing short of worthless and were hired for social or political purposes.
Now considering the workforce that is replete with non effective assets….consider the number of contractors who are hired to make up for the slack. This is a “double cost” to the government and in many cases the contractor that was hired was under an 8A type of contractual vehicle as they are the quickest and easiest to execute. They also make great procurement statistics as well…….
It is a great point you make regarding the contractors. Now ask yourself who or whom owns those contracting companies? There has “never” been a true audit of the federal government much less the agencies making it up. It is said that this is not possible. If that is the case then how is the swamp going to be drained? Talk about the fox watching the hen house!
Oldtimer…….I do not think that there are enough smart people who would lower themselves to fight the bow wave that an audit would make. It would be a giant, “Admit nothing, deny everything and make counter accusations”……and nothing would get done.
