Biden is at best the front guy. The crap that he is signing was drawn up months ago and staffed through lawyers and analysts to make sure there was no wiggle room. He most probably has no clue as to what he is signing or why.

Actually there was vid posted on TBP comments that the day that biden was signing those 17 executive orders he was signing blank paper. Nothing was drawn up in advance as the office of the president elect was just a podium. It was just declared that he signed them andd that was enough for MSM.
It appears that AOC is running things from the wacky executive orders Biden signs.
There is more than enough hard evidence that Obama was an absolute puppet. It pisses me off when they do this kind of propaganda.
