I can’t speak to Ubuntu in particular, but putting Linux on a laptop is pretty straightforward. As to a phone; you can buy a Pinephone64 that will run a version of Ubuntu. The phone is roughly $200, and won’t be available at any of the big carriers. In fact, if you’re not a power-user, you’ll likely be buying refills just like them po folks.
