There are tens of thousands of cell sites across the USA. On towers, rooftops, water tanks, etc.
Many of the fenced-in compounds at the base of the towers will have one or more generators. Propane, natural gas or diesel to keep the carrier’s cell site running in the event of sustained power outages. It may be a good idea to scout them in your area so you know which ones have generators so you can stay connected after the next storm, power outage, etc.

I have the Inmarsat satPhone I had as a contractor when I was in Afghanistan. It has a pre-pay SIM that has 500 minutes for 12 months that has never been activated. It is part of my “Go Bag”. I will be at my mountain cottage Friday evening with the Go Bag and other supplies for a Memorial Day weekend. Next week this time the world might be different.
