Based on he evidence of the past 75 years the answer is unequivocally yes. Governments routinely mass troops in large numbers for no purpose whatsoever. Did you miss the Cold War?

They do this to convince you there is indeed a war, in the old school conventional sense, when there is no actual war, per se. The conflict and the death, destruction, rape, displacement, resource theft- the traditional fruits of war are real enough- just not the actual struggle for supremacy against an existential enemy.

Corporations must exist as resources for humans, not the other way round.
