A small town in northern Kentucky is grieving and demanding answers from authorities after a deputy fatally shot a 19-year-old woman during an encounter outside a party early Saturday.

Boone County authorities said Samantha Ramsey, 19, rammed Deputy Tyler Brockman with her car as she left a field party off River Rd. outside Hebron, south of Cincinnati, at around 2 a.m.

Brockman, 27, had received a report about possible booze bash in a field near the Ohio River and was out of his cruiser to check drivers’ sobriety, a sheriff’s spokesman told the Cincinnati Enquirer.

Ramsey, who had three people in the car, ignored his order to stop and instead sped up, slamming into the deputy and sending him sprawling onto the hood, Boone County Sheriff’s spokesman Tom Scheben told the newspaper.

Brockman then drew his gun and fired four rounds through the windshield.

Ramsey was struck at least once. She was pronounced dead later at Saint Elizabeth Hospital in Florence.

No one else in the car was injured.

Brockman has been placed on administrative leave while the sheriff’s department investigates the incident.

Cops said the bloody encounter was filmed by his dashboard camera, and they were reviewing the footage before releasing it to the public, local WLWT-TV reported.

Friends and family, including Samantha Ramsey’s mother, Brandi Stewart, grieve Sunday at the shooting site in Hebron, Ky., located just south of Cincinnati.

Meanwhile, Ramsey’s family and friends were outraged.

Some accused Brockman of excessive force, saying he had no reason to open fire on the free-spirited young Covington native, whose friends called her Sam.

“Any other human would have been put in jail for that,” friend Gunnar Buemi said at an emotionally charged vigil at the shooting site Sunday.

“He needs to answer for what he did to that family,” he said.

Chelsey Pendleton, 20, was in the back seat of Ramsey’s car.

She told the Cincinnati Enquirer Brockman wasn’t hit; he leapt onto the car and opened fire.

“The cop was in the wrong. I was there. I was in the back seat,” she said. “That was unnecessary force. He had no right to do that.”

Pendleton also said Brockman shot first, striking Ramsey and causing her to speed up.

WLWT Witnesses including Chelsey Pendleton, 20, disputed the police version of events, saying Deputy Tyler Brockman leapt onto Samantha Ramsey’s car before opening fire. Pendleton was in the back seat and unhurt.

“That was dead body weight on the gas pedal after she was shot,” Pendleton told the newspaper.

Brockman has served in the sheriff’s department since 2010.

He suffered a leg injury incident and was treated at a local hospital.

Sheriff’s officials didn’t comment on remarks made at Sunday’s vigil.

Why is it that most of the murders of completely innocent, harmless citizens in their own cars, homes, or yards, by thuggish cops, have taken place in small towns and suburbs? A 107-year old man. A guy watering his own lawn. A guy answering his door with a phone in his hand that the cop-thug thought was a weapon.

Not ALL of the incidents of “excessive force” have been in small burgs, mind you, but most of them have.

Tell you what, it’s a lot easier to protect yourself against Chicago’s gangbangers than it is the local cops. At least I can lock my doors against the street thugs and stay out of their neighborhoods. But we have no defense at all against criminal police.

As someone once remarked, no criminal or gang of criminals ever did the harm that our governments have done. No one has ever murdered as brutally or on a comparable scale, as our governments.

All three are signs of mental dysfunction and those overtly displaying these cognitive dysfunction markers work for some government bureaucracy exclusively .

i have a lot of questions.

this should be simple, if the video footage is released and shows her striking the cop with her car, she committed attempted manslaughter/murder and then him responding by shooting was a valid form of self defense. but that means he probably already had his firearm drawn and pointed at her and couldn’t have been struck hard enough to jar it lose.

i suspect a statement will be released where the officer’s commander will say that they reviewed the video and the cop was in the right but because the family might sue the video can not be made public. then we will be able to guess/ascertain what likely really happened and might find out the truth in 3-4 years.

my guess is she didn’t get out of the car right away, possibly out of shock of having a gun pointed at her for drinking in a field (a 19 yo drinking alcohol, oh the horror), he felt threatened and preemptively shot her. her foot fell to accelerater and then the car struck him.

that’s about as unbiased against a copfuk as i can be

On the news last night there was a video of a animal control officer that had a dog on one of those poles with a noose at the end, the cop came up and first tazed the dog, then shot it multiple times after the tazer didn’t work, while a bystander videoed the entire episode.

There was outrage.

I have to ask, where are the nightly videos of cops shooting humans? Where is that goddam outrage?
This shit is going to boil over soon, and AWD may be onto something, marshal law before midterms.

I believe you are right that masses will never turn on copfuks, but there are still many of us on sidelines just waiting for the right moment for hunting season to start. A very small fraction of the population actively participated in the 1st American Revolution, and the next will probably be the same. I look at Iraq as a prime example of what will likely happen here when citizens no longer fear central authority. There were many scores being settled once those who formerly monopolized the use of force were no longer able to control their subjugated populace, and many of them just melted away rather than try to enforce their authority. I believe once someone stands up to these thugs and shows they can be beat then hunting season will start because there is a tremendous amount of rage built up against those in power of whom copfuks are the most visible symbols of authority. Just because there has not been killing of copfuks yet doesn’t mean there are not those who desire to do so; they are just biding their time and making their plans.

I went to lots of field parties like that when I was a college kid. In those days the cops confiscated the beer and made everybody leave. We’ve come a long way since then, all of it downhill.

I am afraid of the police. They are NOT my friends. They do NOT protect me. they ARE out of control.

I’m worried that if the federal gov’t ever folds up, that the local cops of various locales will try to carve up the country into little feudal fiefdoms.

That will work until it doesn’t. In our small town of 13,000 there are about 40 police, I would say about 25 too many. Still I do not like their odds should they decide to carve up the little town into petty tyrannical fiefdoms. Even in my very liberal Boston suburban town there are two gun clubs and they are very, very active. There are many more people armed than you might imagine, most just try to keep a low profile.

the local police chief turning into a warlord could work in some areas but i odn’t think it is likely. most areas are either rural and teh populace is as well armed as the police in some cases or we are talking about democratic utopias like chiraq and detroitadelphia where a lot of armed urban yuufs will not go down easily.
but if in 10-30 years the 2nd amendment is eviscerated then what i said above doesn’t apply.

Philippe Holland had been working two jobs in Philadelphia, one as a pizza delivery driver for Slices & More, the other at an airport restaurant. For his last delivery on Tuesday night, a cheeseburger deluxe, the delivery was so small that he didn’t carry his pizza delivery bag. Had he known that he would be shot by police three times a few moments later, the hoodie-wearing 20-year-old most likely would have carried the bag.

Holland delivered the cheeseburger late on April 22nd, and walked back to his gold Ford Taurus, his hoodie was up and his hands were in his pockets. Two plainclothes officers who were responding to a gunshot call a few blocks away approached him. The officers asked Holland to stop, but Holland didn’t stop. In fact, he rushed to his car and started hurriedly driving. It is believed Holland thought he was being robbed.

The officers, who were not wearing uniforms at the time and had been in an unmarked car, claim that they identified themselves as police when they asked Holland to stop. They also claim that Holland “drove at a high rate of speed towards the officers.” It is questionable of whether the officers identified themselves, or if Holland heard them or believed them.

The two officers then shot at Holland, in his car, as he was driving away. Holland was shot at least three times, in the neck, leg, and head. Doctors believe Holland could be permanently blind after one of the shots damaged his eyesight. Holland’s vehicle was shot 14 times.

Lt. John Stanford, police spokesperson, stated that the officers may have violated the department’s use-of-force guidelines when they shot at Holland’s vehicle. The officers had admitted that they had not seen Holland with a gun, and the guidelines clearly state that officers “shall not discharge their firearms at or from a moving vehicle unless deadly physical force is being used against the police officer or another person present, by means other than the moving vehicle.”

“That is our policy, ‘Don’t shoot at moving vehicles’ – it’s clearly laid out that way,” Stanford elaborated. “But I wasn’t there, so I can’t say whether these officers were right or wrong, what their process of thinking was, whether they were in fear for their lives or not.” Stanford believes the two police may have stood in front of Holland’s car in an attempt to stop him, a move he describes as “not tactically sound.”

The two officers have been placed on desk duty as they await the results of an internal affairs investigation. One has been on the force for less than five years while the other has been there for one year.

Only time will tell whether criminal charges are pressed against the police, although the two are describes as “feeling terrible.” Commissioner Charles H. Ramsey said, “It’s just unfortunate all around, and we’re just praying that this young man is able to fully recover.”

I completely agree with your assessment of what happened here in Boston. Of course they sent literally thousands of military style personnel from a vast array of agencies and police forces. I do not think they could repeat this on a national basis. Some areas would be under control, others would get quite thin. Within short order certain people would take action of some sort. I do have to admit that the Boston area people are a very thoroughly brainwashed group of koolaid drinkers who by and large believe the government is there to is their friend. They are in for a rude awakening.
