In our family my wife adjusts withholding about every 3-4 months to ensure we get no refund and owe less then $100 in federal. Normally we get back about 2-300 from state. Been doing this for 20 years.
BTW she is the smart one.

Jimski, that is smart. I did the same thing when I was a W-2 person. We had a crazy HR person at my last ‘regular’ job. She insisted on a new one every year, because they had to be current in her definition.

Fill a new one out every time your tax status changes, or if you are getting excessive refunds indicating you are having way too much withheld.
If you’re smart you end up owing a little bit at the end of they year, not having a lot owed back to you by the governments you overpaid.

It is a wonder that there isn’t some kind of penalty if the government “owes” you too much.

@Maggie: you are giving .gov an interest-free and unsecured loan. With the budget battles, getting your $$$ back is uncertain on a fairly regular basis.
If you owe .gov, you get to pay interest and penalties, on top of the fact that you’re paying with fraudulently created fiat currency purchased from a private banking cartel.

I rarely get more than $300 back and usually end up paying a couple hundred instead. Just the way I like it! Tax refunds, especially big ones are great for revealing who the sheep are among you. About March you can just casually bitch about having to pay instead of getting a refund and all the sheep within earshot will speak right up! They haven’t a clue.

I’ll be getting a refund. That’s what I get for starting a business mid year.
