Not at this time. North Korea has ICBM’s, and they have nuclear weapons, but we are not certain they have been able to mount a warhead on an ICBM yet. Also, it’s unclear if/when they will be able to make a nuclear armed ICBM that will survive reentry.

If Q is correct NK does not have a functioning guidance system to control their rockets. This is why their rocket don’t travel very far down range. They basically just go up and then down. If he really wanted to prove he had that capability he could launch one out into the middle of the south pacific.
That failed SpaceX rocket was supposedly launching a cluster of Iridium satellites that would have given him guidance but it failed to reach orbital altitude. There’s also the possibility that he does not yet have the nuke yet either. I’m not sure why just yet but the autists believe that Thomas Drake was on that Tokyo flight that got turned back and he was carrying the final parts NK needed to complete their bomb.
