China is a communist nation.
In communist nations the state is supreme over all else.
People seem to have forgotten that.
No, China is less communist than the USA at this point. But China has never claimed to be a liberal democracy, and has enforced rigid conformity for 5,000 years. This is not a change.
How do you figure it is less communist than the USA?
I make it a point to read news out of China and have seen no evidence it is not fully communist in nature, and -other than North Koreans- no evidence anyone is wanting to immigrate there but lots of it that lots and lots of common people want to leave to the extent that they are willing to die trying since they legally can’t.

Norway is a socialist country but far from being communist as is Denmark and to a certain degree Sweden.(Sweden have changed to a liberal demoncrazy the last 5yrs, easiest way to describe them is: runned by hillary`s democrats)
