The state does very little to keep barbarism in check. It instead creates laws against actions which are not crimes by definition. A crime by definition is an action that harm another in some fashion.
Instead we have people who would rule others by passing laws against actions that are not crimes, but in some way “offend” them.
99.9% of humanity conduct themselves in a civil manor the vast majority of the time without the need for the state. The governments must make normal actions illegal to justify their existence and their theft by force of the property of the people.
