Many of us will remember Dr. Deborah Birx as a constant fixture at the White House during the early days of COVID; she was hand-picked by President Donald Trump to be among the federal government’s leaders in responding to the pandemic.
As was often the case, Trump’s personnel choices left…something to be desired:

Lethal injection is way too kind. Poorly operating wood chipper feet first, industrial meat slicer, lubricated with vinegar, feet first, braizing torch from the feet up, and anything similarly cruel seems appropriate. Probably another hundred thousand at least who deserve the same.

No, I don’t think that the narrative has failed. Everything, or almost everything, that is happening is a continuing part of the COVID-19 psyop. At this point they are evaluating the reactions of the sheeple to see if there is any point at which a significant portion of the public will figure out that COVID-19 is a hoax and a psyop. I think they are expecting the same thing that I expect, which is that most people who haven’t figured it out by now aren’t going to figure it out at all. Most people, on both the left and the right, still believe the official narrative of the (hoax) virus itself. However, most people on he right have at least figured out that the “vaccines” are useless at best, and dangerous at worst. But the really amazing thing to me (although probably not to the NWO because they thoroughly war gamed the hoax ahead of time utilizing AI) is the astronomical number of people, primarily on the left, who still think the vaccines are beneficial and effective. It is essentially a religious tenet with those people, such that I don’t think ANYTHING will ever convince them that the vaccines are harmful.

Psychopaths revel in revealing their crimes if they perceive that their victim(s) are powerless to hold them accountable. It gives them a feeling of invincibility and power.
She knows there will be no consequences, so that’s why she’s being so glib about it. Also, such admissions assist in the overall demoralization campaign against the population – to know you’ve been lied to and continue to be lied to and there’s nothing you can do about it.
Not that I condone it but she and the rest have to lay their heads somewhere every night. Are they very well guarded? Imagine them being your neighbor?
On some days I wonder if TPTB suckered Trump into running for President by using the Obama birth certificate issue, then selected Trump to be the eventual fall guy for the pandemic. As for Birx, What would Vlad the Impaler do?

You are close. Trump wasn’t selected to be the fall guy, but he was selected to sell the COVID-19 hoax, and especially the tyranny (lockdowns, mask mandates, etc.), to the Right. TPTB knew that the Left would believe the hoax because they are, well, the Left. But the Right would have resisted the tyranny if Hillary had been president at the time. So they selected Trump to win in 2016 (likely using election fraud in the process) to ensure that the Right would be neutralized when the scamdemic started. And it worked. Because Trump was president, and because he declared the national emergency, the Right meekly went along with it all.
I suspect the same. He is an actor playing a roll. Thinks he’s a genius. What he didn’t expect was a double cross. He was set up to take the fall for the clot shot and genocide. Thats how I see this all playing out. The Birx confession is opening that door.
I called that out some time last fall here in the comment section. He wont be blamed for the pandemic. He will be blamed for the failed “vaccine” Trump was so proud of his “Warp Speed” and “saving millions” of lives bragging about it in the past. I can see this whole narrative about to change. I’m still surprised that they haven’t blamed all the vaccine issues on Trump yet. Even though he didn’t mandate it, they did, he will be their fall guy when everyone realizes what a disaster these things have been and it can no longer be hidden.
He deserves a certain amount of blame, especially since he refuses to acknowledge any of his complicity or how deadly they are.
