Operation Warp Speed is what they have on him. The vaccines would have taken a minimum of 5 years if not for Trump. He authorized the waiving of proper safety testing. He authorized the Defense Production Act to conscript manufacturing facilities which resulted in waiving proper quality controls. He declared the State of Emergency that leaves the Constitution suspended to this day. All required his authorization and no one else could give it.
Now, maybe it was all part of a plan to hang blame on him should thngs go wrong, but being President comes with responsibilities and tough decisions.
I don’t suggest that Trump bears all of the blame but he can’t avoid a significant portion of it.
