Pretty sure that was in the UK. They had loads of walkways like that with removable panels. Underneath were all kinds of cabling like phone, cable etc. In the very bottom they sometimes had plumbing as well. Pretty neat idea that negates the need to tear up roads to add, remove of repair utilities.
I worked on the Hanford Nuclear Reservation and helped to build a huge facility for permanently storing radioactive waste. The entire area was ringed by a 10-12 foot deep trench with concrete stanchions every 50-100 feet. The stanchions had holes to accept all sizes of plumbing and conduit with numerous redundant backups. Essentially they could install/remove and kind of service in perpetuity without having to dig anymore new holes or trenches. Once the plumbing and conduit were installed we poured the entire trench full of concrete to harden it.
