SF POPO: 65 SHOTS – 0 HITS

Authorities in San Francisco released body camera videos on Tuesday of a dramatic shootout in which police officers fired their weapons at least 65 times in 15 seconds at a murder suspect.

The San Francisco Police Department said the shooting happened on Feb. 17 in the city’s Mission Bay neighborhood when officers confronted 31-year-old homicide suspect Joel Armstrong inside an RV at a homeless encampment.

Armstrong allegedly shot two men the day before during a carjacking in the city’s Panhandle neighborhood, killing one of them.

Body camera footage released by police shows how officers tracked Armstrong to the neighborhood, then the moment when he shot at officers, who then returned fire.

“Nobody was struck by gunfire during this incident. The evidence in the case so far indicates Armstrong fired two rounds from a weapon, and that seven officers fired 65 rounds from their department-issued weapons,” SFPD Commander Greg McEachern told KTVU.

Armstrong eventually turned himself in to police, and has been charged with murder, carjacking and eight counts of attempted murder.

The videos were released at a town hall meeting about the shooting, where residents expressed concerns about the number of homeless encampments in the area.

Authorities said they are working to move people into housing.

True “courage under fire” is a concept that is sadly lacking in today’s society. Most people live their lives out as decent human beings without coming into contact with those who would do them harm, and as such, have no idea of what it is like to have to act “on principle”, and do things “out of the ordinary” that serve to preserve innocent life, even at the expense of the courageous.

“Courage under fire” is an interesting concept that most people do not understand, and is not limited to military actions, but occurs in everyday life. Most people who exhibit courage under fire are ordinary, mild-mannered, non-violent individuals who have been propelled (actually thrust) into a situation that requires immediate action. Examples include Medal of Honor recipients, those exposed to combat, and yes, those who give their lives to protect our children in our abominable and misguided “gun free zones” called “schools”.

Let’s look at comparisons between our military and veterans who DO exhibit “courage under fire” as a matter of course, and our civilian (but “quasi-military”) “law enforcement” (who should exhibit the same characteristics), but have become more and more removed from this concept of “courage under fire”. You see, in today’s “law enforcement” community, “officer safety” is paramount. Most ordinary line officers will wait for a SWAT team, even on routine assignments, where even the SWAT teams exhibits a degree of caution that results in innocent lives being lost. It appears that the only time police and SWAT teams act with impunity is when they KNOW that they are relatively safe, as in their invasions on individual residences. In today’s “law enforcement” community, “making it to retirement” is the goal. Putting one’s life in peril “for the greater good” is absolutely “out of the question”. Unlike our military and veterans, today’s “law enforcement” runs away from gunfire.

A good examples of this is the latest school mass shooting in which the well-equipped police and SWAT teams SAT ON THEIR HANDS while the carnage was taking place. It most certainly appears that “courage under fire” is an unknown concept in American “law enforcement”. We are being told that this concept of “waiting to act” was abandoned after Columbine, but one can easily see that this is not the case, with the latest example being the most recent school mass shooting, where “law enforcement” hesitated to act.

Of course, “law enforcement” has an “out”. The Supreme Court has ruled that police officers HAVE NO DUTY to protect individual citizens–only “society-at-large”.

In addition, the degree of unnecessary “deadly force” utilized by “law enforcement” has increased greatly. Today’s “law enforcement” has become too eager to “shoot first and ask questions later” because their “official immunity” protects them from prosecution, unlike ordinary citizens who live under much greater restrictions on the use of deadly force. Despite not having any formal “rules of engagement”, “law enforcement” has a much greater degree of sloppy firearms use, where innocent lives are being lost. Good examples of this is where the police fired multiple shots at a vehicle in Washington DC because they “thought” the suspects were inside. Another example is that of the shooting outside the Empire State Building where multiple citizens were hit by errant NYPD gunfire. In both cases, any civilian pulling the same “stunts” would have been prosecuted.

shooting definitely isnt like it is in the movies… if you use a pistol, anything outside 30 ft is tough to hit (especially moving) if you arent regularly going to the range and using your weapon. Most cops dont go to the range but to “qualify” and given the “strict” appearance standards of the belly over belt look I cant imagine that the shooting standards are all that tough (just get it on the paper). Since most dont even train at the range with their sidearm I also cant imagine most ever touch their rifles which again are useless if not utilized and practiced with regularly.

I am no great shot. I have a hill behind me; I set up steel targets on it. When I get the urge I open the bedroom window and blast away with my old K22 revolver.

I can hit 2″ targets at 30 feet 2 out of 3 shots.

SD. Can you make those shots after coming under fire? Completely different environment, believe me. Seen a whole squad miss an AllaSnackbarian 60ft out after an IED ambush. Until you’ve been in the situation there’s no way you know how well you will react. Just my 2 non-cents.

I’ve only ever shot at the range. I agree there is no way to know how one would react when under fire. I hope to never find out myself, but if I do, I want to be as ready as I can be.

Thats a fact. Its also why I practice point shooting every time I go to the range. In a panic, thats probably what you are going to do anyway, especially if the situation surprises the shit out of you, which it probably will, so you better be able to hit something like that. Drawing from concealment and shooting are the first and last thing I do at the range. Ill put on my USPSA holster and do a little practice with my competition gun, but before I leave I run that drill again, reload my carry pistol and reholster. I bought a shot timer and am getting faster. I get a decent number in under a second, but my average is between 1-1.1 seconds. I get good hits about 25 out of 30 at those speeds, which also needs to be better. But, the aimed follow up shot is only about a half second behind the first one. I’ve been slowly getting better. But sub one second first shot, every single time, should be the goal of everyone that concealed carries. I carry a G19 in an appendix holster.
